The easy way is to use a site builder, online or offline. They make bland but useable websites and you don't need to concern yourself with whats going on under the hood.
However to build an efficient or specifically tailored site you will need to understand and be competent with at least HTML. An understanding of CSS, XML, VBScript/Javascript, PHP, flash and the host of other languages in use would be an advantage but are not essential.

- There are free hosting services that have user-friendly website builders. Just join one such as Weebly.com and be guided through the process.

- u need to learn PHP in school or college if u are talking about those forum chatting sites u can make one at Invision.com or check google
- If you want a website you could use an online website maker. I recommend www.webs.com or you could buy one from a shop like PC world but some of these could be quite costly.
